You can actually save him without the chaos servant covenant, if you don't have the humanity/don't want to farm it. The last place you meet Solaire before he goes hollow is at the bonfire just after the centipede demon. When you walk past this fire and see the "Lost Izalith" sign pop up, that means it's too late.
