Most of my friends who play as a mage will just enchant armor and never use robes. I, however, enjoy making a character completely what I'm going for. What we have here is if you wear an armor you cannot cast MAGE ARMOR on yourself or on someone which wear an armor (this includes some helmet, gloves, boots). If you remove those armors (+ helmets, gloves, etc.) you will be able to cast it now.
