Glenmoril Coven never respawn. The heads don't have any special properties as far as I know, so if you stuck one in a respawning spot then it's gone. There's no need to wipe out the entire coven if you are struggling. There will be subsequent quests that need you to get more Glenmoril Witch Heads.
