Is Riften corrupt?
Both have some of the shadiest characters in the game: Black-Briar and Silver-Blood. But while Riften has the literal Thieves Guild, Makarth's guards are corrupt to the point of framing you for murder. Then again, Riften is exporting its corruption, where as Markarth keeps its corruption to itself.How do I stop corruption in Riften?

- Intimidate Wujeeta into telling me where she got her Skooma.
- Speak to Jarl Laila in Mistveil Keep and tell her who the dealer is, and accept her request to shut him down.
